The Panamanian registry of ships remains in the first place in the flagging of ships throughout the world.

With Law 8 of January 12, 1925, structure and legal development was given to the procedure of flagging, and a system of attractive incentives was established for the owners of ships, as for example; double registration, in addition to special fiscal conditions for national merchant ships engaged in international traffic.
